Is it OK to use a a small magnum primer in for a non mag load and what are the differences

Yes and no. I use them in the 6.8spc and the 6.5creedmoor when I use ball powder. Ball powder Is notorious for hangfires without them. Can u use them in smaller cases yeH but work loads up slow.
Magnum primers produce greater flame volume than non-magnum ones, and they are intended for use with powder loads in large-capacity, magnum cases in order to insure complete ignition of the powder charge. Using a magnum primer with a non-magnum load can produce higher pressure than anticipated, and should only be used where required.
